Alabama Society of CPAs Supports HB59: Pathways to CPA Act
Montgomery, AL — November 12, 2025
HB59 Support Summary
The Alabama Society of Certified Public Accountants (ASCPA) proudly announces its support for HB59, the Pathways to CPA Act, pre-filed in the Alabama House by Rep. Kerry Underwood, CPA. This important legislation empowers the Alabama State Board of Public Accountancy to create an additional pathway for individuals seeking CPA licensure in Alabama.
Currently, Alabama requires CPA candidates to complete 150 semester hours of education, which often creates barriers for talented individuals entering the profession. HB59 modernizes this approach by allowing the Board to accept candidates who have:
- Earned a baccalaureate degree, and
- Completed two years of verified accounting experience.
This change brings Alabama into alignment with the majority of other states, ensuring our profession remains competitive and accessible while maintaining the high standards of integrity and competence that CPAs represent.
The ASCPA believes HB59 is a forward-thinking solution that strengthens the CPA profession and benefits the state’s economy. We urge lawmakers to support this legislation and help Alabama remain a leader in professional excellence.
Why It Matters
- Expands opportunities for qualified professionals to enter the CPA pipeline.
- Addresses workforce challenges by reducing unnecessary barriers without compromising quality.
- Supports Alabama businesses and the public by ensuring a strong, diverse accounting profession.
Jeannine Birmingham, CPA, CAE, CGMA, President & CEO of the ASCPA:
"The Pathways to CPA Act is a critical step forward for Alabama. By creating multiple routes to licensure, we are opening doors for talented individuals while maintaining the integrity and rigor of the CPA profession. This legislation addresses workforce challenges and ensures Alabama remains competitive with other states. We strongly support HB59 and urge lawmakers to join us in strengthening the future of accounting in our state."
Rep. Kerry Underwood, CPA, Alabama State House District 3:
"HB59 is about strengthening the CPA profession in Alabama while addressing real workforce challenges. As a CPA in public practice, I recognize the need and am proud to be a champion for this important legislation.”
